Elmer is a retired U.S. Navy veteran with more than 25 years of experience managing assets and resources for medical and dental operations. While on active duty Elmer also completed two Command Senior Enlisted tours; was instrumental in the development and implementation of both the Navy’s Officer Fleet Marine Force (FMF) Qualification program and the Enlisted FMF Warfare Specialist program; and coordinated efforts to enhance the Navy’s Women at Sea Program. He has taught countless courses as a qualified Navy Instructor and is a trained facilitator for the Stephen Covey 7 Habits of Highly Effective People and the Total Quality Management/Leadership courses.
Since retiring from the U.S. Navy in 2008, Elmer has worked for the U.S. Department of Veterans Affairs as a Lead Patient Advocate and Public Affairs Officer and in the commercial sector as a Business Development and Program Manager overseeing multi-year, multi-million dollar DoD contracts in the United States and OCONUS.
Elmer has a Bachelor of Science degree in Healthcare Administration and is pursuing federal contracting certifications, he is also a member of the National Contract Management Association (NMCA). Elmer graduated from the Naval Reserve Senior Enlisted Academy and completed the Navy’s Human Resource Management Program. Elmer completed military assignments in California, Virginia, Bahrain, Japan, Hawaii, North Carolina, Cuba and Iraq.
